Addressing journalists at the Federal Government College, Suleja, Niger State, after monitoring the examination, Minister of Education, Prof. Ruqayyatu Rufai, blamed this on the low-carrying capacity of the tertiary institutions in Nigeria.
She said, "The major challenge is a country like Nigeria having 1.7 million sitting for examination. The space we have is 520,000 for federal, states, private universities, polytechnics and colleges of education.
"If one million passed, what are we going to do with the rest 500,000? We will not expand the carrying capacity without expanding the facilities.
"What are we going to do with the large number of students out there? I feel the pain. Mr. President is very much concerned. If you have students that have passed examination and they cannot have access, you can imagine their thought in the long run."
Rufai called on private firms and individuals to invest in tertiary education.
Responding to a question on the high fees charged by private universities, she said the legal department was looking into the ministry's right to challenge the fees.
Although she agreed that private investors had the right to recoup their money, the minister said government would consider legal options to regulate the situation.
The minister also denied knowledge of any White Paper recommending the scrapping of the UTME and the National Examination Council.
She said, "It has become a very controversial issue. I have made a statement before the National Assembly that the Federal Government has a white paper on this. I'm not aware that NECO and JAMB will be scrapped. If we are not aware, what are we going to make an analysis out of? Government has not taken decision on that."
Rufai further blamed improper shading of answer sheets by candidates for non-release of their results.
"If they don't shade their papers correctly, they may not have results," she added.
Meanwhile, the Joint Admissions and Matriculation Board has arrested a middle-aged man who was identified as Isaac, for alleged impersonation at one of the Dual Based Test centres in Abuja.
The JAMB Registrar/Chief Executive. Prof. Dibu Ojerinde, said the registration number on his slip and answer sheet did not tally.
"The owner of the slip is from Enugu. He came here to impersonate another person. He had been handed over to civil defence who will hand him over to the police," he said.
Meanwhile, no fewer than nine candidates were feared dead, while six were injured in an auto crash on the Aba-Port Harcourt Expressway on Friday.
The victims were said to be on their way to their examinations centre.
Police Public Relations Officer, Abia State Command, Mr. Geoffrey Ogbonna, confirmed the incident in an interview with the News Agency of Nigeria in Aba.
He said seven persons including the driver died instantly, while two others died later in hospital. google.com

deputy governor Tunde Lemo has said.
"By the middle of the year, we will start to produce the second generation of lower denomination notes, now in paper not in polymer," he told the News Agency of Nigeria (NAN) yesterday in Washington on the sideline of the ongoing Spring Meeting of the World Bank and the IMF.
"My plea is that Nigerians should exercise patience with us; it wasn't the fault of the CBN, it was just because we had to go back to the drawing board to rethink 'Project Cure' in the light of the wish of the public that we should not go ahead with the N5000 notes and lower denomination.
"We will correct that in the course of the year. Polymer certainly will be phased out. In fact, we are phasing out polymer. No new note is being printed in polymer now."
Lemo told NAN that when the CBN was going to introduce the polymer currencies, its search showed that they could last longer than ordinary paper notes.
"So, part of 'Project cure' actually was actually to move away from polymer substrate to paper, unfortunately we had a push-back because of the issues around N5000 note and coins. The entire program was put in abeyance, otherwise by now we should have stopped producing polymer," he said.
Lemo said the CBN had awarded a contract for the printing of the higher denomination notes to a foreign company because of low capacity at the Nigerian Security Printing and Minting Company.
He said the CBN would begin to receive the fresh notes from June.
On the campaign on the careful handling of the naira, Lemo said that it was unfortunate that the campaign was not successful, but noted that it was a criminal act to abuse the naira going by the CBN Act.
"Unfortunately, CBN is not a law enforcement institution; we left that in the hands of the law enforcement institutions and that has not kicked in," he said. "I still go to parties and see people spraying money, stepping on money, I see touts distributing mint-fresh money that should go to customers."
Lemo also said the CBN had talked to the police to step up its surveillance to reduce the abuse of the naira adding that the bank had no right to arrest people who sold the naira on the streets.

The police image maker said that the candidates were travelling on a Hiace bus with registration number Rivers XY 249 from Port Harcourt to Aba.
Ogbonna said that the driver of
the bus rammed into a truck
with with registration number
Lagos XC 109 SLK, parked off the
road.
He said that the accident occurred at Obeaku-Ihie in the Ugwunagbor Local Government
Area of Abia at about 10.40 a.m.
Ogbonna said that the dead had
been deposited at the mortuary
while six survivors of the accident were in critical condition and receiving medical attention in a hospital Aba.
He said that the 15 seater-bus,
was conveying mainly people,
going to sit for the JAMB examination, slated for 27 April.
According to him, the clue comes from the items recovered at the scene of the accident.
A witness, Mr Peter Okolo,
attributed the accident to over-
speeding and recklessness on
the part of the driver. He said that the driver lost control of the vehicle when he wanted to overtake a vehicle in front of him.
“When he saw an upcoming
vehicle while he was over-taking
the car in front of him, he veered
off the road and then rammed
into the truck parked off the
road,” Okolo said.

There is no buy-back clause for Song, insists Arsenal boss Wenger
The Barcelona midfielder's cousin had stated that he is unhappy with his role in Spain, but the French manager believes the 25-year-old wants to "give it a go for another year"
Arsenal manager Arsene Wenger has denied that the club hold a buy-back clause for Barcelona midfielder Alex Song.
The revelation follows news that Song is unhappy in Catalonia and looking to move, as his cousin Rigobert Song suggested on Wednesday.
However, Wenger refuted the claim, stating: "There is no buy-back clause. I heard he wants to give it a go for another season. He is a quality player."
The midfielder has only made 15 appearances for the Blaugrana this season in La Liga, three of which were from the bench.
"Alex is not happy [at Barcelona]," Song's cousin Rigobert told Calciomercato. "At Arsenal he was a leader on and off the field, he doesn't feel like the protagonist in Spain, it makes him feel bad.
"He still has a long contract, until 2017. I do not think moving away is the right choice. All players want to play all the time but in barcelona it is not easy.
"Alex must have patience. His time will come because he has the qualities to do well."

Woman Breast Feeds Monkey in part of india [Pics]
Namita Das has two grown up children, but she continues to suckle her pet monkey.
Namita, a middle-aged woman who lives in India's north-eastern Tripura
state and is a government worker, describes Buru, the pet monkey, as her
third child.
"Yes, I breastfeed him. He is my son," says Namita, caressing the monkey.
More than four years ago, her woodcutter husband found a dying baby monkey under a tree after a fierce storm.
He brought the animal home in Chandrapur village on the outskirts of the Udaipur town in Tripura's South District.
"I did not have a son. God finally gave me one," says Namita, as she continued to breastfeed the monkey.
I ask her whether she has been breastfeeding Buru- who is around five years old- for too long.
"I will continue to breastfeed him as long as he wants it. He will always remain a little one for me," she says.
She says she also feeds her pet monkey "expensive cow milk" which she could not afford for her children.

Two Headed Pig Born In China [Pics]
A two-headed piglet was born in China earlier this week. According to
the AFP, it was born on April 10th in a village in Jiujiang.
A local vet told the AFP that the condition was cause by a rare deformity and thus the pig would likely not live very long. However, as the Inquisitr reports, the animal’s owners agreed not to slaughter it right away.
The condition of having 2 heads is known as polycephaly. It can affect all sort of animals, even humans. Last month, a two-headed lamb was born in Ghana.
